The author reports on Prince Edward Island's attempt to solve some of the key issues of public sector bargaining through Us recent collective bargaining regulations for teachers and the public service.

This paper highlights several generalizations about the conduct in Canada of both multi-national corporations and international unions. Their impact on Canadian collective bargaining is examined and sets the stage for a discussion of selected issues and problems growing out of their presence.

This collection of documents gives a picture of the life of the workingman in the nineteenth century - his conditions of work, his housing, diet, health, and recreations, the way he viewed his problems, and was viewed as a problem by the upper classes, and his gradually developing an interest in unionism. En abordant les relations industrielles d'un point de vue international, l'auteur traite d'abord de problèmes ayant trait aux relations professionnelles dans le cadre de l'entreprise et s'appuie ensuite sur l'expérience des pays industrialisés et plus spécifiquement des pays européens telle qu'elle ressort notamment de la deuxième session de la Conférence régionale européenne de VOIT.

Cet article présente un tableau synthèse des études effectuées sur les effets de l’introduction de l'ordinateur par rapport au personnel de bureau. On y formule également, à même les observations tirées des sources recensées, quelques hypothèses relatives aux licenciements, aux relogements du personnel, aux modifications occupationnelles de même qu'aux attitudes de la main-d'oeuvre de bureau.

This paper incorporates a role for expectations in the short-run behavior of labour supply decision, presents a theory introducing labour market expectations as a variable influencing labour supply, and discusses the relative merits of the expectations model vis-à-vis the traditional model using the empirical results derived in this work.

L'auteur fait le point sur l'état actuel de la négociation collective dans la fonction publique fédérale canadienne. Il souligne que l'habitude de donner des augmentations salariales en termes procentuels plutôt qu'en termes absolus a considérablement augmenté les écarts de traitement au détriment des fonctionnaires à faibles revenus et que ceci va créer d'importantes tensions dans les futures négociations. Il discute également de la consultation institutionnalisée de la négociation concertée et du rôle que sera appelée à jouer la Commission de la fonction publique.

In this article, the author explains the rationale behind the Finkelman report which contains many proposals for legislative change in the Public Service Staff Relations Act. Some of the key recommendations are discussed but substantial consideration is also given to the constraints the committee had to deal with.

Manpower training programs for the disadvantaged in the United States have been shifting in emphasis over time from institutional to on-the-job training. As a result, it has become increasingly important for program administrators to place trainees in the private sector. Yet little is known about employer characteristics whish are conducive or not conducive to a successful experience. The data presented here indicates that larger compagnies are significantly more successful in these programs than are smaller compagnies.
