Au cours des dernières années, les activités des commissions du salaire minimum des femmes dans l'Ouest et en Ontario ont donné lieu à plusieurs études à caractère historique. S'inspirant de ces travaux, cet article examine le travail accompli par la Commission du salaire minimum des femmes du Québec, entre sa mise sur pied en 1925 et son démantèlement en 1937. Après avoir exposé les raisons qui poussent le gouvernement québécois à légiférer sur cette question, l'auteur présente la position des syndicats internationaux et des syndicats catholiques face au travail féminin. Au terme de l'analyse du mode de fonctionnement de la commission et, plus particulièrement, d'une évaluation critique des mécanismes d'application de la loi, l'auteur arrive à la conclusion qu'à l'instar des autres commissions à travers le Canada, la Commission du salaire minimum des femmes du Québec n'aura pas permis l'augmentation du salaire des femmes. Dans un contexte socio-économique où les femmes gagnent en moyenne la moitié du salaire des hommes, la décision de faire du salaire minimum un outil pour lutter contre les abus du système capitaliste aura pour principale conséquence le maintien des bas salaires. En définitive, les faibles taux de salaires minimums consentis par la commission consacrent le principe de l'inégalité des salaires selon le sexe, reflétant ainsi l'idéologie dominante de l'époque qui considère le travail de la femme comme marginal.

Partant de sept monographies réalisées dans autant d’usines de l’industrie automobile au Mexique, cet article explore les contours et les ressorts du pouvoir des syndicats locaux. Il cherche à montrer que la mondialisation n’a pas un effet surdéterminant sur la capacité d’action des syndicats, même au Mexique, où le régime institutionnel de relations du travail subit les contrecoups des nouvelles règles qu’impulse la mondialisation. La capacité d’action de syndicats, tout en étant largement contingente, se structure autour des ressources de pouvoir du syndicat et de l’approche de la direction à l’égard des travailleurs et du syndicat.

This article examines the relationship between health and the organization of precarious employment. We develop the concept of "employment strain" to capture the characteristics of precarious employment. Preliminary evidence suggests that workers in precarious employment relationships report poorer overall health than working Canadians and higher levels of stress than workers in standard employment relationships. They face high levels of uncertainty regarding access to work, the terms and conditions of that work, and future earnings. They engage in additional effort searching for work and balancing the demands of multiple employers. They have low earnings, few benefits, and reside in low income households.

The article discusses labour historian Victor Devinatz's article (published in Labour/Le Travail, 49 (Spring 2002)) that Walter Reuther was affiliated with the US Communist Party in the mid to late 1930s. At the time, Reuther was a vice president of the United Automobile, Aircraft, and Agricultural Implement Workers of America (UAW); he went on to become UAW president from 1946 till his death in 1970. The author, who has written a major biography of Reuther, concludes that this was not the case, although Reuther did work closely with a number of UAW activists who were party members.

The article discusses the life and work of the Black American actor-singer, Paul Robeson. Known for his Communist and Soviet sympathies, Robeson endured extensive harrassment at the hands of US authorities. In 1952, he was blocked at the border from entering Canada by the US State Department while en route to Vancouver to perform at the Mine, Mill and Smelter Workers' union convention. The author concludes that, while Robeson paid a steep price, both personally and professionally, for his beliefs, he also was a hero to many.

This paper discusses the appropriation of a work of popular culture as a tactic in a politics of cultural hegemony. The work in question, Michel Tremblay's play Les Belles-Soeurs, is particularly interesting as it is the first working-class cultural production shown in public in the new Québec of the 1960s, where the Quiet Revolution was in full bloom. After sixteen years of conservative government and Church domination in the cultural domain, the province was led by a liberal govemment whose members were mostly from the urban petty-bourgeoisie. The field of cultural production changed markedly. The study illustrates a project of cultural critique in newspapers with differing audiences. It reveals the tactics adopted to accommodate and recuperate this irruption of popular culture. It compares the treatment of Les Belles-Soeurs by French reviewers in Québec with those in France and with English reviewers in Canada.
