Abstract
The author tells us that the programme that authorises the employment of non-immigrants (NIEXP), a consolidated and expanded recruitment programme for migrant workers, operates without a contract and allows private and public employers in Canada to exploit the legislative vulnerability of those who are classified as non-immigrants. The author examines the cultural context in which the immigrant worker class operates and asks the Canadian government to explain why it has created a category of non-citizens to classify these workers. --Translation of French abstract
