Migrant Work by Another Name explores the complexities of Canada's evolving international migration and employment policy landscape. It critically examines the shift towards “mobility” programs under the recently inaugurated International Mobility Program (IMP). This shift occurs alongside the contraction of certain streams within Canada’s long-standing Temporary Foreign Worker Program (TFWP). The book investigates the implications of policy changes, influenced at once by public outcry over migrant worker exploitation and persistent demands for labour in the face of qualitative labour shortages in high-income countries like Canada. Grounded in a decolonial feminist political economy approach, Leah F. Vosko employs a mixed methods analysis to contrast the narrative of “mobility” with the persistent realities of precarity among transnational workers. The book features in-depth case studies of the three largest IMP subprograms – Working Holiday, Post-Graduation, and Spousal Work Permit programs – revealing how these initiatives, despite being touted as promoting mobility, provide for temporary migrant work by another name and perpetuate distinct forms of precarity. The 2020-22 COVID-19 pandemic reinforced inequalities between the global North and South, amplifying pre-existing disparities between migrant and citizen/permanent resident workers in receiving and sending states worldwide. In contexts such as Canada, it also underscored that many workers in occupations and sectors deemed “essential” enough to be exempt from stay-at-home orders and other public safety measures are migrants, a sizeable number of whom sustain Canada’s food supply through their work in its agricultural industry. This book explores the dynamics behind the pandemic’s deleterious outcomes for this vital group of workers, highlighting migrant farmworkers importance to the Canadian economy, society, and the world of work alongside the conditions they endured before and during the global health pandemic through policy and media analysis and open-ended interviews with workers enrolled in two streams of Canada’s Temporary Foreign Worker Program (TFWP) as well as migrants without legal status employed in agriculture located in Ontario and Quebec. Advancing the notion of transnational employment strain, the authors derive insight from the employment strain model, a framework for understanding risks to the physical and psychological well-being of workers, and expand it to account for migrants’ relationships across transnational space. --Publisher's description

The nature of employment is changing: low wage jobs are increasingly common, fewer workers belong to unions, and workplaces are being transformed through the growth of contracting-out, franchising, and extended supply chains. Closing the Enforcement Gap offers a comprehensive analysis of the enforcement of employment standards in Ontario. Adopting mixed methods, this work includes qualitative research involving in-depth interviews with workers, community advocates, and enforcement officials; extensive archival research excavating decades of ministerial records; and analysis of a previously untapped source of administrative data collected by Ontario’s Ministry of Labour. The authors reveal and trace the roots of a deepening "enforcement gap" that pervades nearly all aspects of the regime, demonstrating that the province’s Employment Standards Act (ESA) fails too many workers who rely on the floor of minimum conditions it was devised to provide. Arguably, there is nothing inevitable about the enforcement gap in Ontario or for that matter elsewhere. Through contributions from leading employment standards enforcement scholars in the US, the UK, and Australia, as well as Quebec, Closing the Enforcement Gap surveys innovative enforcement models that are emerging in a variety of jurisdictions and sets out a bold vision for strengthening employment standards enforcement. -- Publisher's description.
