In the mid-1970's, workers and local union activists at Bendix Automotive in Windsor, Ontario, became aware that the brake shoes they manufactured contained asbestos and that the dust that regularly filled the air in sections of the company's two plants contained asbestos dust. Workers and local United Automobile Workers (UAW) union activists at Bendix pressured the company and the Ontario government to clean up and eliminate asbestos from their workplace. In the midst of this struggle Bendix management announced that, for solely economic reasons, it was closing down its operations in Windsor. The shutdown highlighted the tensions and contradictions confronting workers and unions in the area of health and safety. While Bendix workers wanted their workplace to be safe and healthy, they also needed their jobs. At the same time, local and national union UAW officials, while trying to secure a safe and healthy working environment for their members, confronted the possibility of the plant shutting down if they pushed too hard on asbestos. In the end, the ability of Bendix to close down its operations, with minimal legal and no statutory sanctions, demonstrated the power of corporate capital and the conflicting and constrained nature and extent of workers' choices under capitalism in the arena of worker health and safety.

This paper explores worker resistance at the point of production, and how the terrain of workplace control is both different and more ambiguous for workers in precarious employment compared to that of workers in secure employment. For the most part, this is the story of unorganized workers who face their employers without the protection of a formal union. The main focus of this study is the individualized, informal, and under-the-radar strategies that workers employ to shape workplace outcomes, and how these strategies might translate into broader collective action.

This paper examines the relationship between new forms of work organization and worker empowerment from the perspective of workers. The data is drawn from a survey of 5,635 Canadian automobile workers. Workers were asked questions about their work-load, health and safety conditions, empowerment, and relations with management. It examines what it is like to work in plants organized according to the principles of lean production and compares empowerment in lean plants and traditionally organized plants.

Benchmarking is being used extensively in management's drive to achieve ‘world class’ levels of performance. The majority of benchmarking studies have little if anything to say about working conditions or the tradeoffs between productivity improvements and the conditions of working life. This article is based on a study which focuses on working conditions as described by workers, raising questions about the tradeoffs betwcen work reorganization and the quality of working life under Lean Production. The results, based on a survey of 1670 workers at 16 different companies, suggest that work life under Lean Production has not improved. Compared with workers in traditional Fordist style plants, those at Lean companies reported their work load was heavier and faster. They rcported work loads were increasing and becoming faster. They reported it was difficult to change things they did not like about their job and that it was becoming more difficult to get time off. While our survey results suggest that working in traditional Fordist plants is far from paradise, they also suggest that working in Lean plants is worse. At a minimum, our results should be viewed as a wake-up call to those who have painted a positive picture of work under Lean Production.

Section 50 of the Ontario Occupational Health and Safety Act prohibits an employer from punishing a worker who complains about a health and safety concern and who seeks to exercise the right to raise or report this concern. A worker who suffers such a reprisal may file a grievance if covered by a collective agreement or make an application to the Ontario Labour Relations Board (OLRB).

Objective: We examined disparities in hazardous employment characteristics and working conditions among Chinese and white workers in Toronto, Canada.Design. We used self-administered questionnaire data from a 2005–2006 population-based survey (n = 1611). Using modified Poisson regression, we examined the likelihood for Chinese workers of experiencing adverse exposures compared to whites. Models were stratified by sex and adjusted for differences in human capital. Work sector was conceptualized as a mediating variable.Results. Chinese workers were generally more likely to report adverse exposures. In many cases, disparities were only evident or more pronounced among women. The shorter length of time in Canada of Chinese relative to whites accounted for some of the observed disparities. Meanwhile, the higher educational level of Chinese compared to whites provided them with no protection from adverse exposures. The risk of experiencing discrimination on the labor market and at work was more than 50% higher among Chinese men and women as compared to whites, and those disparities, though reduced, persisted after adjustment for confounders.Conclusions. Discrimination is far more prevalent among Chinese than among whites and may explain their disproportionate exposure to other hazards.

We present some survey results on the preferences of workers for a coop as opposed to a private buy-out if faced with the closure of their workplace. Although there has been quite a lot of theoretical discussion of this issue there is relatively little empirical evidence. Although hedged about by reservations we conclude that the principal factor that determines preferences are the‘job risk’ characteristics of the coop and the privately owned firm. To a very large extent a worker will prefer the coop to a private buy-out if it leads to increased job security and if the coop is considered to be viable. We also find that workers expected that everyone would work harder in the coop and that this, together with increased shop floor control of production, was expected to lead to higher earnings. Significantly, however, these expected differences in the work/earnings trade-off between the coop and the privately owned firm did not lead workers to prefer one to the other.

Using cross-sectional data from a Canadian population-based questionnaire, this article develops a new approach to understanding the impact of less permanent forms of employment on workers' health. It concludes that employment relationships where future employment is uncertain, where individuals are actively searching for new employment and where support is limited are associated with poorer health indicators.

The shift towards the internal responsibility system and the mandating of Joint Health and Safety Committees in the early 1980s represented a radical departure in terms of how health and safety were regulated in the workplace. This paper examines the effectiveness of this institutional change using firm level data provided by the Worker's Compensation Board on lost time accidents from 1976 to 1989. It finds that where management and labour had some sympathy for the co-management of health and safety through joint committees, the new system significantly reduced lost-time accident rates. At workplaces where either labour or management resisted the spread of co-management the mandating of committees appears to have little effect on lost-time accident rates.

This article examines the relationship between health and the organization of precarious employment. We develop the concept of "employment strain" to capture the characteristics of precarious employment. Preliminary evidence suggests that workers in precarious employment relationships report poorer overall health than working Canadians and higher levels of stress than workers in standard employment relationships. They face high levels of uncertainty regarding access to work, the terms and conditions of that work, and future earnings. They engage in additional effort searching for work and balancing the demands of multiple employers. They have low earnings, few benefits, and reside in low income households.

Drawing on qualitative interview data from case studies in Scotland and Canada in the post 2008 era, this article explores the impact of austerity policies on the conditions and experience of employment in two nonprofit social service agencies and their shifting labour process. Despite differences in context, the article finds a similarity of experience of austerity-compelled precarity at several levels in the agency. This precarity increased management control and evoked little resistance from employees. These findings contribute to our understanding of austerity as articulated differently in different contexts, but experienced similarly at the front lines of care work.

This article reports a new conceptual approach to measuring the characteristics of precarious employment and their effect on health. Our starting point is the Karasek 'job strain' model. We argue that 'job strain' focuses on the health effects of work once people are employed. It is less effective in capturing the health effects associated with the employment relationship, the process by which workers acquire work, keep work and negotiate its terms and conditions. We develop a new construct, 'employment strain' to measure these aspects of work organisation. Evidence presented indicates employment strain is associated with poorer health outcomes.

This paper explores the impact of precarious employment relationships on health outcomes. It uses a novel framework, “Employment Strain” to describe the characteristics of different employment relationships and how they impact health outcomes. It uses interview data and comments provided on a survey to explore these issues. The paper begins by exploring if the health effects reported by mid-career individuals in precarious employment are different from those of younger and older workers. Finding limited evidence to support this hypothesis, the paper goes on to explore in detail the conditions under which precarious employment does increase stress and tension and impact health outcomes. It concludes that a combination of an individual's desire for more permanent employment, the expectation that permanent employment will be found, and the support individuals receive from various sources are critical to understanding the health effects of precarious employment.

The paper examines the impact of lean production on indicators of the quality of life at work in the automotive industry and finds that it varies across companies and to a lesser extent between countries. The paper explains this by arguing that lean production seeks to impose new employment standards. This is a contested process where management's capacity to shift to new standards and labour's ability to protect its interests vary across workplaces.

While new models of work organization (lean production) in the automobile industry have been portrayed as a 'democratic' break with Fordism, we find considerable parallels with those traditional patterns of labour control they were intended to supplant. Far from understanding these as exemplars of 'democratic Taylorism', the article identifies specific company responses to problems associated with declining productivity and competitiveness. Moreover, the article argues that new models of work organization associated with lean production, far from heralding empowerment, are more conerned with asserting management control in varying ways in different companies.

Background: Although worker representation in OHS has been widely recognized as contributing to health and safety improvements at work, few studies have examined the role that worker representatives play in this process. Using a large quantitative sample, this paper seeks to confirm findings from an earlier exploratory qualitative study that worker representatives can be differentiated by the knowledge intensive tactics and strategies that they use to achieve changes in their workplace. Methods: Just under 900 worker health and safety representatives in Ontario completed surveys which asked them to report on the amount of time they devoted to different types of representation activities (i.e., technical activities such as inspections and report writing vs. political activities such as mobilizing workers to build support), the kinds of conditions or hazards they tried to address through their representation (e.g., housekeeping vs. modifications in ventilation systems), and their reported success in making positive improvements. A cluster analysis was used to determine whether the worker representatives could be distinguished in terms of the relative time devoted to different activities and the clusters were then compared with reference to types of intervention efforts and outcomes. Results: The cluster analysis identified three distinct groupings of representatives with significant differences in reported types of interventions and in their level of reported impact. Two of the clusters were consistent with the findings in the exploratory study, identified as knowledge activism for greater emphasis on knowledge based political activity and technical-legal representation for greater emphasis on formalized technical oriented procedures and legal regulations. Knowledge activists were more likely to take on challenging interventions and they reported more impact across the full range of interventions. Conclusions This paper provides further support for the concepts of knowledge activism and technical-legal representation when differentiating the strategic orientations and impact of worker health and safety representatives, with important implications for education, political support and recruitment.

This article integrates the employment strain model with the social stress model in order to reveal the mechanisms that explain the relation between precarious employment and mental well-being. This model is applied to the case of temporary agency employment by analysing 41 in-depth interviews with temporary agency workers from Canada. The results show how temporary agency workers perceive employment-related uncertainties and efforts mainly as negative and to a lesser extent as positive experiences, respectively evoking strain or activation. Further, it is revealed how uncertainties and efforts mutually reinforce each other, which increases strain, and how support can serve as a buffer.

This paper examines the association between income and precarious employment, how this association is changing and how it is shaped by gender and race. It explores how precarious employment has spread to even middle income occupations and what this implies for our understanding of contemporary labour markets and employment relationship norms. The findings indicate a need to refine our views of who is in precarious employment and a need to re-evaluate the nature of the Standard Employment Relationship, which we would argue is not only becoming less prevalent, but also transitioning into something that is less secure.

Precarious Employment (PE) is characterized by job, income, and benefit insecurities. Studies surrounding PE and well-being have been predominantly quantitative, leaving a gap in rich descriptions of employment experiences. We recruited a sample of 40 adults aged 25-55 who were involved in PE during the beginning of the COVID-19 pandemic or lost employment due to the pandemic. Semi-structured interviews were administered. Employment and income insecurities were common and had negative impacts on the well-being of participants and their families. Uncertainty about future employment prospects and job and income loss resulted in chronic distress. Other insecurities—access to benefits, violation of worker rights, worker safety—was also reported as impacting well-being. The COVID-19 pandemic deepened insecurities, hardships, and distress among workers with PE conditions. Given the myriad insecurities experienced by those engaged in PE, the focus of precarious work research should also include working conditions, violation of worker rights, and managerial domination.
