This paper explores the structures and practices of temporary migrant worker programs (TMWP) as they operate in Canadian agriculture. Acting within highly competitive, globalized markets, agri-food employers rely on the availability of migrant workers to achieve greater flexibility in their labor arrangements, drawing on employment practices beyond those possible with a domestic workforce. Most recently, changes to Canada’s two TMWP schemes have provided employers with greater scope to shape the social composition of their workforce. The paper analyzes these changes while exploring their implications for workplace regimes in agriculture.

Abstract Temporary visa workers are increasingly taking on a heightened profile in Canada, entering the workforce each year in greater numbers than immigrant workers with labor mobility rights (Sharma 2006). This paper examines the incorporation of foreign workers in Canadian horticulture under the Seasonal Agricultural Workers Program (SAWP). I argue that foreign labor supplied under the SAWP secures a flexible workforce for employers and thus improves Canada's trade competitiveness in the global agrifood market. Using multiple research strategies, I track the evolution of Canadian horticulture in the global market and the transformation of labor in this industry. I outline the steady growth in the employment of temporary visa workers in the horticultural industry and show how they have become the preferred and, in some cases, core workforce for horticulture operations. The benefits of SAWP workers to employers include the provision of a workforce with limited rights relative to domestic workers and considerable administrative support in selecting, dispatching, and disciplining workers provided at no cost by labor supply countries. I conclude that the SAWP is a noteworthy example of the role of immigration policy in regulating the labor markets of high-income economies and thus ensuring the position of labor-receiving states within the global political economy.

This article explores how precarious legal status circumscribes differential inclusion in the agricultural labor market and affects workers' lives through a comparative study of workplace health and safety among temporary migrant guest workers and immigrants in Canada. Original, multimethod research with South Asian immigrant and Mexican migrant farmworkers examines employment practices, working conditions, and health-care access. We find that both groups engage in precarious work, with consequences for their health and safety, including immigrant workers with citizenship. Nevertheless, migrant guest workers are subject to more coercive forms of labor discipline and a narrower range of social protection than immigrants. We argue that while formal citizenship can mitigate some dimensions of precariousness for farmworkers racialized as non-white, achieving a more just, safer food system will require broader policies to improve employer compliance and address legislative shortcomings that only weakly protect agricultural labor.

This article explores the experiences of transnational agricultural migrant workers in Canada's guestworker programs. Examined through a gendered lens, it focuses on migrants' experiences as parents to children whom they must leave behind in their communities of origin when they migrate. Drawing on interview and ethnographic data, this article argues that transnational parents, especially mothers, face a unique set of challenges and barriers as participants in these programs. It explores how the injustices in the immigration-labor regime that migrants confront as racialized, non-citizen farm workers impact parents' ability to focus on their primary motivation to migrate—their children—thereby limiting their ability to fulfill idealized forms of motherhood and fatherhood and hindering their parent-child relationships. It also demonstrates that migrant mothers frequently experience increased feelings of self-doubt, guilt and inadequacy as transnational parents, which, in turn, diminishes the benefits of their migration.

Based on interviews with 200 farmworkers, as well as representatives from industry, advocates and civil servants, this study finds that most BC farm workers are subject to hazardous conditions like unsafe transportation, substandard living conditions, long work hours and dangerous equipment. Employment standards for the agricultural sector are only loosely enforced.

This paper situates Canada’s Seasonal Agricultural Worker Program (SAWP) within the policy and scholarly debates on “best practices” for the management of temporary migration, and examines what makes this programme successful from the perspective of states and employers. Drawing on extensive qualitative and quantitative study of temporary migration in Canada, this article critically examines this seminal temporary migration programme as a “best practice model” from internationally recognized rights-based approaches to labour migration, and provides some additional best practices for the management of temporary labour migration programmes. This paper examines how the reality of the Canadian SAWP measures up, when the model is evaluated according to internationally recognized best practices and migrant rights regimes. Despite all of the attention to building “best practices” for the management of temporary or managed migration, it appears that Canada has taken steps further away from these and other international frameworks. The analysis reveals that while the Canadian programme involves a number of successful practices, such as the cooperation between origin and destination countries, transparency in the admissions criteria for selection, and access to health care for temporary migrants; the programme does not adhere to the majority of best practices emerging in international forums, such as the recognition of migrants’ qualifications, providing opportunities for skills transfer, avoiding imposing forced savings schemes, and providing paths to permanent residency. This paper argues that as Canada takes significant steps toward the expansion of temporary migration, Canada’s model programme still falls considerably short of being an inspirational model, and instead provides us with little more than an idealized myth.

[Provides] a critical examination of Canada's Temporary Migration Programs for agriculture. I show how migrants are positioned to be relatively more vulnerable than other workers within the country's food agricultural system owing to their position at the bottom of the occupational hierarchy, their precarious immigration status as temporary "foreign" workers, and their racialization as non-Whites from the global South. Moreover, I illustrate how changes to policies of temporary migration have constituted farm work as an even more precarious form of employment for migrants in particular, but also Canadians.... Finally, while recognizing that TMPs may contribute to aspects fo economic development, enabling participants to access income and assets formerly out of their reach, I call for greater attention to the rights, welfare, and dignity of migrants when considering temporary migrations programs.

This chapter focuses on women employed in labour-intensive agriculture in the global North, specifically women from rural Mexico who take up waged work as migrant workers in Canadian agriculture. It uses the term 'migrant worker' to refer to people employed in Canada under temporary visas who do not hold Canadian citizenship or permanent residency. Global restructuring of agrifood markets has resulted in rising levels of female employment in high value agriculture in the global South. Women tend to form a smaller percentage of the permanent workforce employed in commercial agriculture, often constituting the majority of the temporary, seasonal, and casual workforce that provides the greater portion of labour. The chapter shows the systems of labour control and forms of work organization made possible through these programs rely on multiple, reinforcing and contextual systems of oppression, particularly the power relations based on gender, race, and class, among others. --Introduction Leach and Pini bring together empirical and theoretical studies that consider the intersections of class, gender and rurality. Each chapter engages with current debates on these concepts to explore them in the context of contemporary social and economic transformations in which global processes that reconstitute gender and class interconnect with and take shape in a particular form of locality - the rural. The book is innovative in that it: - responds to calls for more critical work on the rural 'other' - contributes to scholarship on gender and rurality, but does so through the lens of class. This book places the question of gender, rurality and difference at its centre through its focus on class - addresses the urban bias of much class scholarship as well as the lack of gender analysis in much rural and class academic work - focuses on the ways that class mediates the construction and practices of rural men/masculinities and rural women/femininities - challenges prevalent (and divergent) assumptions with chapters utilising contemporary theorisations of class With the empirical strongly grounded in theory, this book will appeal to scholars working in the fields of gender, rurality, identity, and class studies.

Bill 6, the government of Alberta’s contentious farm workers’ safety legislation, sparked public debate as no other legislation has done in recent years. The Enhanced Protection for Farm and Ranch Workers Act provides a right to work safely and a compensation system for those killed or injured at work, similar to other provinces. In nine essays, contributors to Farm Workers in Western Canada place this legislation in context. They look at the origins, work conditions, and precarious lives of farm workers in terms of larger historical forces such as colonialism, land rights, and racism. They also examine how the rights and privileges of farm workers, including seasonal and temporary foreign workers, conflict with those of their employers, and reveal the barriers many face by being excluded from most statutory employment laws, sometimes in violation of the Canadian Charter of Rights and Freedoms. -- Publisher's description.
